I just want to set some measures without anything inside but I can t there is always a pause inside.....

If there are only rests (you called them pauses) in the measures, select the measures and press v. They will then be invisible. In the view menu, there is an option to show invisible. If this is checked invisible items will look gray only on the screen, otherwise they will not be seen.
