Moving rests
In the attached, the 1/4 rest would only move by double clicking and using the mouse to move it. The double dot 1/2 rest would only move by double clicking and using down arrow to move it.

If you double-click you can use the arrow keys. If you single click and hold you can drag it around with the mouse.
On another topic , are you double-clicking on the note before you press Ctrl+M? If so then try single clicking.
