Presumably you mean input of JPG files for optical music recognition (OMR)? In that case, no. MuseScore cannot convert image files into music notation, and the menu option File > Import PDF... redirects you to a third-party software (Audiveris) which can only handle PDF files.
Most commercial OMR software uses PDF as the input format. If you really need to import JPG files for OMR, then you would have to purchase a commercial OMR software package such as PhotoScore or ScanScore (both claim to handle JPG files as a source format).

Are you sure there is not a way to make a pdf out of an image file?

You can make a PDF out of a .IPG but it's not likely to be readable.Try it and report back here with your success stories.
