As far as I know, this is not possible directly.
The only "fake" that can be made is to import a png image that only has the colored area.
This can be attached to the title block or to a measure. You then have to move it to the back, switch off the automatic placement and the fixed aspect ratio. Then you can adapt it to the page size.
However, you should not change the layout of the page afterwards, because if the measure to which the image is attached moves to another page, the image will move with it.
And you have to place it on every page!
So it can be done, but it is not particularly easy to handle ...
Experiment with the options here:
Edit > Preferences > Appearances > Paper > Colour / Wallpaper

At least in MuS 3 this does not appear in an exported PDF. Does it in MuS 4?

Yes, you're right. The colour choices are not exported to the PDF file.
Which leaves this option:
1. Open the paper drawer of the printer
2. Switch the white paper for coloured paper
