I'm new to the program. In 3/4 time, how do I enter two quarter rests and then within a triplet an eighth note rest and two eighth notes?

If you select the whole bar rest and press 5, it will change it to a quarter note rest, which should automatically add two more quarter note rests. Select the last one and press Ctrl+3 to make it a triplet which will already contain three eighth note rests. Select the second one and enter your two notes.
