Disable Midi In

I get a midi feedback error occasionally. I have tested with multiple cables and external devices. There needs to be a way to Turn OFF or disable midi in. (I also have the "enable note input " box UN checked and yet the toggle button remains on. That is odd, but likely pertains to keyboard which I don't use.) Maybe the loop happens only AFTER the connection is broken. But even then, it shouldn't. But I suspect that it is part of the CAUSE of the broken connection. So, there needs to be a way to completely turn off or disable the midi in.
