No the parts are not created. You need to go to the [File] menu. Then from there go to [Parts...] and then when the parts dialogue pops up click the [Generate] button. You will end up with the attached.
Then you can print the parts (using Shiochi's instructions), or better still go to the file menu again and to Export Parts. Then you will have a pdf containing the score and the parts and individual pdfs for each part which you can print from adobe reader.
the "export Parts" is not dark or highlighted, so when I click on this, nothing happens. Also, I am trying to make all of this "active" and I can not find the word. I just need patience.
Well you can now. The file I attached has individual parts created. Click on one of the tabs to select/display the part and then click on print. Although the tool tip unhelpfully says "Print Score" it will actually only print the part that is currently displayed.

Are you using the file I attached [Icurus (2).mscz]? Your original file had no parts, just a score with multiple instruments.

this is a draft score and my first time. I have not done this before, so it is kind of exciting. I can not print out individual parts.
