Explode not working properly?

I have some notation in 2 voices that I imploded into one voice. I later changed my mind, but when I tried to explode, it only retained Voice 1 and totally lost Voice 2. My understanding of the explode tool is that it should have moved Voice 2 to another staff. I have attached an excerpt.

Explode explodes chords to different staves not voices.

So the full round trip when starting from 2 voices in 1 staff is:
1. Implode; you now have all voice1 chords
2. Add extra staff
3. Explode; you now have two staves, all voice 1
4. Implode over both staves
5. Remove the extra staff
