Importing Outside Scores
What is the process of inputting a score currently in .pdf format into MuseScore as an editable program?
There is a score of Mozart's "Eine Kleine Nacht Musik" that I need to edit that I have in .pdf form; I don't have the time to input the whole thing, note-for-note, into MuseScore.

The quickest way is to enter it yourself or contract someone to do it.
There are a lot of tools that claim to translate PDF into music but none of them will give you a 100% results, and most of them will not save you any time since you will have to do a lot of fixes but they will cost you a lot of money. The best your PDF or (better) your scan is, the best the result.
Fortunatly, as the tune you mention is pretty popular, some people have already made arrangement or transcription and posted it on http://musescore.com. See Eine Kleine Nachtmusik.
