copying voices between staves

Someone talked about this issue back in 2011, but it seems to behave differently today than predicted back then.

I have two staves which I want to merge into one. one staff I want to maintain as voice 1 where the chords currently are. Staff 2 is currently on voice 1 of that staff. I want to copy this to voice 2 of the first staff.

I tried to first move the staff 2 notes to voice 2, this works fine. Then if I paste them into staff 1, voice 1 becomes rests, and the notes get pasted into staff 2.

Is this how it is supposed to work?

What is the best way to do what I want?

I think I see what's happening. When I copy staff 2, it copies voice 2 and voice 1. voice 2 has notes and voice 1 has rests. Then paste, pastes in the notes and the rests, effectively deleting the voice 1 notes in staff 1. That makes sense.
