Request support for ontime/offtime offset note properties

Inspired by the crescendo plugin, I was thinking I could write a plugin to apply a "swing" feel to a piece. Unlike applying swing via the Play Panel, this would be a permanent part of the score (well, the plugin could also set it back to straight), so it would play back correctly on other systems, including musescore.com etc. Also, it could be made to work on selected passages so you could have some parts straight and some swing, and you could also set the degree of swing. A very useful tool that would enhance the playback capabilities of MuseScore for jazz musicians.

As far as I can tell, all I would need to be able to do this would be read/write access to the ontime/offtime offsets in note properties. And it sure looks like that is a very easy mod to scnote.cpp in the MuseScore source.
