Should Drumset be on top of Navigator?

When the drumset is triggered, should the navigator be at the bottom (as it always is - somewhat of a standard)?

Essentially, they would be swapping positions.

Using MuseScore 2.0 Nightly Build (5373) - Mac 10.6.8.
