Voices/Layers Not Working????

I just began/downloaded yesterday. I'm a quick learner but for some reason, even after reading instructions and viewing the "how to" video on writing 2 parts on 1 stave, I still can't get voice 1 to change to 2,3, or 4. Cursor/bar stays blue. Is this a bug? Any suggestions? Thanks.
