Changing quarter notes to eighth and dotted quarters creates unwanted tie

I'm trying to change the 3rd quarter note to an eighth note and the 4th quarter note to a dotted quarter note, which should line up with the similar notes on the lower staff. Unfortunately, creating the 1/8th note adds a rest and creating the dotted quarter note ties it into the next measure.

How can I force it to match up within the measure?

Notes don't move positions, so changing a quarter to an eighth will always create a rest. Select the rest now and change to a quarter note, and add a dot.
