Tuplet help: Fitting 17 quarter notes in the space of 14 (in a 15/4 measure)

Hi!

I'm trying to fit a total of 17 quarter notes in the space of 14 in a 15/4 measure. There is a traditional Venezuelan piece called "Tonada de Luna Llena" that calls for this eerie rhythm. I'm trying to arrange it but am stuck with tuplet!
