Time signature location is wrong in 3.0

In the picture the top system is from version 3.0 while the bottom is from 2.3.2. Both have no key signature (x) assigned to assure key signatures on invisible staves were not affecting the location. The key signature in version 3 is too far from the clef. I thought I saw an issue report for it, but can't find it at the moment.
