Doubts with indication of time

Hello, I have a question about a score in which two time indications appear,

As you can see, there are two time stamps, 10/16 and 2/4 in parentheses.
The problem is that the number of notes does not match any of the two and there are no signs of irregular groups (for example 5).
In any case it should be 13/16 or in the case of 2/4, a quarter and a group of 5, that does not appear in the score.
Any idea of the reason? and another question,
When this type of double indication appears, which is the nominal, the 1st or the 2nd?

If I had to guess going off of other pieces with similar notation, it means that the main voice is 10/16, with the quarter notes being 2/4.

In other words, it's a way to write the piece in 2/4 without needing to make everything that isn't a quarter note into a 5-let.

For putting it into Musescore, you can do it as that- have the piece be in 2/4, with 5-lets all over the place for anything not a quarter note. Then just make the 5-let indicator invisible.

For reference, Rachmaninov's Op. 39, No. 3 has a similar notation, with similar meaning- 9/16 with 3/8 in parenthesis.
