Making a Thematic Index

Hello. I'm curious if it would be possible to make a thematic index such as the one I attached below. I'm fairly new to the software and am unsure on how to scale the measures and split them in such a way where there could be two columns and multiple rows.

If anyone wants to help split hairs even more, it would be helpful to me if I could just print the entire sheet as a template... So is there a way to completely remove both notes and rests? Or at least a way to hide them?

Yes, this is a listing of incipits, not a "thematic index". The latter, to me, means a book (or replacement) where hundreds or thousands of themes are listed in interval order -- ones that start C C C, then C C D, then C C E, etc.... where, knowing the shape of the theme you are looking for, you can, with some effort, find it.
