I'm guessing by "incomplete" design. The command processes each selected note one-by-one.
As MuseScore allows you to select only one part of a tied note, then only that part is affected by the command. Duplicating the tie in case both ends of a tied note are part of the selection could be a nice improvement.
I'm on MS 2 and I have notice that, sometimes in writting a new slur on notes under others with already a slur, the 2nd is "superposed" with the first, and I drag it with mouse. But I don't know for tie
