cross-measure beams by default via time-signature

Can't seem to get a time-signature to customize the beaming options so that the first 8th note is 'beam-middle' and the last 16th is a 'start-beam' so that cross-measure beams occur by default. (Even trying basic 8th notes only for this fails for me). Is there anyway to get this to work without needing shortcuts/palette action that someone can demonstrate? Some tunes doing this sort of thing are a nuisance to mimic when having to manually change things like this over and over again.
