tied eighth notes 2 and 2 with long bar

One measure in the score has tied eighth notes, 2 and 2 with a long bar attaching them all. When highlighted (just the four notes or the whole measure) this situation does not respond to stretch reduce commands and the stretched measure runs down through all instruments. Where do I look for control over this? please anyone. Thank you (measure 12 and 21)
