Cannot copy whole measure with local time signature

3.6 File Attached. Two parts, 4/4 time signature.

• M1, upper voice, enter 4 quarter notes. Select whole measure. Copy. Paste into m3.
•• M2 lower voice. Create local time signature of 3/4. Enter 3 quarter notes. Select whole measure.

••• Message: Please select the complete tuplet/tremolo and retry the command.
