I am not able to drag and drop either the Dynamic or Tempo Markings into my score. What is the problem?

You are probably not hitting the "sweet spot" when you do the drop.
So, rather than drag and drop, select a note and click on the palette item you wish to apply. It's easier and quicker this way.
