Creating a part name on pages beyond page one

HI there,
I am trying to create a part name for pages beyond the 1st page. I click on the measure that I want the part name above, then I click on "Add" then "Text" and the "part name".
It then creates the part name at the beginning of the score on page 1, as oppose to where I want it.
Granted, you can drag the part name to where you want it to go (sometimes). but once you place it, the part name seems permanently stuck where you left it. You can't click on it or anything. Very strange.

Is there a better way?
