Can I score a sample sound that I recorded at a specific spot in the music.

First, I searched the forum and (I may not have known what I was doing) but I did not find any chatter on my topic.

Can I score a sample sound that I recorded at a specific spot in the music? e.g. I record someone saying "Howdy" and I want to play this sample sound at beat 1 of the 5th measure. So the sound will play from beginning to end at that point. Basically, I want to trigger a sound file (e.g. wave file) at a spot in the music. And maybe it plays more than once.

In MIDI this can be done using a sequencer and it seems like Musescore sometimes can perform like a sequencer.

The sound could be a natural sound, e.g. wind blowing, thunder, etc.

Also, the sounds I have in mind do not need to correspond with a pitch or need any effects or other modification. In some cases, they may be percussive.

The way to get that into MuseScore would be to create a soundfont for which you assign that sample to a given pitch.
Then you notate that pitch in your score, load the soundfont and select the matching soundpatch from it using the mixer. You might need a mid-staff instrument change for this unless you use a hidden playback staff.
Make the note duration long enough to last for the entire sample.
