Selecting instruments for New Score

It's been awhile since I've created a new score. I click on New Score and enter the wizard. However, when I move from the first screen where you put in the title, etc., I'm greeted with a screen that only allows me to chose 'templates'. I cannot figure out how to access the screen that allows one to select individual instruments that are in a non-traditional score. Perhaps I've misconfigured something. Enlightenment would be much appreciated.
