How do I set and change the measures per line of music?

By adding system or page breaks where you want each line ("system" in MuseScore terminology) to end.

Click on Format on the top menu.
In the dialog box, change the Break system every X measures where X is the number you desired. Click OK. Musescore makes the change automatically.
