Import a pdf
Musescore gives me a list of acceptable formats but PDF is not among them. Why not?
I would like to transpose to key of B-flat major from E-flat major. But I can't open the file in Musescore.

Because PDF is as much a score format as a picture of a car on the street is the complete build instructions for it.
You could attempt the experimental service available from "File > Import PDF…" or any other OMR software to turn that picture into a score (or enter it into MuseScore yourself).
Then you can use Tools > Transpose to transpose that score.
