Different staves/different time signatures in same score

Is there a way to have various instruments in the same score file play in different time signatures to create polyrhythmic composition? It is understood that the overall tempo would be fixed at a specific quarter note value, but I would like the electric piano to play 17/8 while other instruments fill this long measure with 2/4, 3/4 and 6/8 (repeating). Thus, you have one long 17/8 line broken elsewhere with constantly shifting times whose eighth notes would eventually total 17, but done with other time values (and syncopated).

I know adding a key signature only affects staff unless applied again to whole score, is there a way to this with time?
