The relationship between velocity and sound volume output
I am using user velocity, with values from 1 to 127. How do these values actually relate to the output volume of the sound in decibels?

It will depend on the setting of the volume control on your audio output device and similarly on the gain controls in Musescore's mixer. In short there is no fixed relationship between velocity and output decibel levels.
