Can add a beam across a rest on the first voice, but not the second
Is there a way to have beams on both the first and second voices? Both the notes on top and bottom have the same beam properties (Beam start, then Beam middle) and the rest in between has Beam middle.

You have possibly deleted a rest in voice 2. It should reappear if you swap voice 1 & 2 and back again. See https://musescore.org/en/handbook/3/voices#exchange-voices
You should then be able to set the voice 2 rest beam properties.
It is usually best to make unnecessary rest invisible rather than deleting them. Retaining them as invisible makes navigation and editing easier as in cases like yours.
