Notes vs Time Signature

Beginning at measure 39 I have 4 quarter notes which equals a total of 4 beats but 2 quarter rests were automatically added. In 40, a quarter rest was added at the beginning and the last two notes were changed to eighth notes which are supposed to be two quarter notes. 41 beyond are fine. If I go back and redo 39 to the end then I keep getting the same rest placements and note value changes.

Be aware of the difference between basic (normal) note entry:

where the result may cause the measure to exceed the duration of the time signature.

In your measure 39, you should select the last 2 notes and press Ctrl + delete. This will restore the measure to 4 beats and get rid of that little + sign.
Alternatively, you can right click on an empty spot in the measure and change the actual measure duration back to 4/4. This will truncate the last 2 notes.
