First delete all the system breaks you have added (the grey arrows at the end of some systems) to let the score flow naturally, then add some back in again where you want to even out the number or measures per line. See https://musescore.org/en/handbook/3/breaks-and-spacers.
If necessary you can then go to Format > Style > Page and check "Disable vertical justification of staves", to get the staves equally spaced on the pages.
