- create a new score in 4/4 (it works in other time signatures too)
- add a tempo at the beginning
- input two quarter notes (the note length doesn't matter in general; I originally found this with sixteenth notes)
- select the two notes (I used shift click) and copy them
- select the first 3 beats of the first measure using shift click and delete them
- paste the quarter notes on the rest in the first measure
