Unable to change strings in Tab

I have a score where there is two guitars with additional tab staffs (not linked). In the lead guitar when I have entered notes in the regular staff and the pasted them into the Tab I am able to use ctrl + down to change the strings, but when I go to rhythm guitar and I try to do the same thing, the tab notes are stuck on the same strings and I cant use the same command to bring them down. Also when I try to manually enter notes and I click on a string, enter a number higher than like 4 it automatically changes string and I can't change it. It's really annoying having the program assume which strings I intend to use and I can't seem to fix it.

I've tried with linked staff, just added staff and with a standalone tab and nothing works. Any insight would be greatly appreciated.
