I suggest adding a link to "how to write a good bug report" on the issue tracker main page

I have seen many issues submitted where someone has to change some tag because whoever wrote it didn't know what every tag means.

Could be a big box labeled "How to write a new issue", or just a friendly "please make sure to read our manual on How to write a bug report"

Regardless, I think we would all benefit from it
