Musescore 4 – Duplicate measure on top of existing measure
How exactly would I go about taking an existing measure, duplicating it on top of itself, and moving the notes down an octave? So I can have two octaves play at once, without needing to re-place all of the notes again.

Have a look at the Add menu. Under intervals you can add notes an octave below those currently in the score. So select the notes you want to duplicate at the octave and select that option and hey presto its done.
