Tenuto Volume Is Way Quieter than Legato

I downloaded the "Strings" sounds from the Muse Hub. They sound great for the most part. I then tried to work on an accompaniment piece for violincello that included tenuto marks. On playback, it is as if it goes from f to p in dynamics when it goes from legato to tenuto or vice versa. I've uploaded the file, and you can noticeably hear it in measures 11-12 and 16-18. Thanks in advance for any help!
