I want to create flash cards to help my students learn to read notes. Each card should have a clef, 1 measure and 1 note. Has anyone done this?

Have a look at this example: Big_notes.mscz

Relevant settings can be found at menu item: Format > Page settings... where you can set the page margins to center the notation and set the Scaling to make the Staff space larger which makes the notation larger - e.g., 2 notes to a page as shown.

Also use menu item: Format > Style > Page to disable vertical justification of staves and to increase the Min. system distance which spreads the notation on the page.
Format > Style > Measure Numbers is where you can uncheck "Measure Numbers" because they are not needed.
