Changing staff type mid-piece
Two questions:
Is there any way to do this king of thing? (photo)
If not, do you know a software that would enable me to do that?
In addition, How can I add another voice for a section (Violin I 1&2) mid piece and that unite them back?

It is not clear what you want for the violins. You can use up to 4 voices per staff. See https://musescore.org/en/handbook/4/working-multiple-voices
But perhaps you want the violins split onto separate staves. If so, add another violin instrument and set the second staff to be hidden when empty. See https://musescore.org/en/handbook/4/working-instruments and https://musescore.org/en/handbook/4/showing-staves-only-where-needed
