The Musescore notation editor is free. There Is no non-free version. There is no mechanism to pay for it Just download it and use all the features There are no other features.
There is a score sharing service on musescore.com which has free and paid for versions. The paid for version allows you to download non-public domain scores. The free version doesn't allow that but does allow download of material in the public domain (i.e. not under copyright).
