Why can't I edit text?

In the attached page with a text frame I can't edit the text, for instance, to make it italic. Highlighting it and hitting control I, right clicking on it, highlighting it and hitting F2, none of these either changes the text or shows a text editing box. What do I need to do? Thanks.
