Why are the systems too crowded? How do I move this system to the following page?
As you can see I tried using the spacer to push measure 9 down, hopefully to the next page. It doesn't seem to be working. How can I fix this?

If I try pushing the spacer down further it just keeps going down past the bottom of the page too...

Get rid of the spacers. Add a page break where you want the new page. Try playing with the settings in Format>Style>Page. In particular try adjusting Min and/or Max system distance and possibly Max great stave distance.
It is usually easier to provide help if we can see the score (.mscz file) rather than a picture of it as then we can see what settings are in force rather than just the effect of the settings,
