MuseScore library
Does MuseScore have the capacity to create a library where one could put personalized common and often-used arpeggios, chords, etc. for easy access while composing?

Perhaps I'm missing the point, but can't you name a score "Arpeggio Library" into which you enter all your "personalized common and often-used arpeggios, chords, etc."?
Then you can copy/paste from that score into any new score as needed.
You could also save a file with your elements in it as a "template" and create a new score from there: https://musescore.org/en/handbook/4/templates-and-styles#saving-template
