That is because you can only create or edit scores with the app - the free notation editor downloadable from here: https://musescore.org/en/download

To answer your question another way, there are two versions of MuseScore:
a) the free desktop notation editor (for Windows, Linux and MacOS only): https://musescore.org/en/download
b) the commercial player app (for playback on Android or iOS mobiles only - no editing):

Apple App Store https://apps.apple.com/us/app/musescore-sheet-music/id835731296
You make scores with the desktop app then upload them (for free) to the website.
