plugin to select a time range

hello, a visually impaired friend of mine would like to have the possibility to select a custom time range from a window, like inputting 3-7 (or 3 somewhere and 7 somewhere else) selects measures from 3 to 7. if somebody can do a plugin just for this that would be great, I'm trying but I am not able to get it. I have already written a feature request on github, and opened an issue because the "select section" tool is not working anymore (in v3 it worked)...in the meanwhile I'm looking in this forum
