How can I adjust each note velocity?

Hi, I am writing a piano piece and need the right hand to be Quieter than left hand, I have looked through other forums and they all said to go into note properties and adjust velocity, however it first prioritises the dynamic marking and then after changes the velocity after the velocity has already been altered by the dynamic marking. To be honest, I'm struggling to word my problem so I'll show a few pictures.

In the pictures you can see that the right hand note's velocity is set to 64 because I want it played as PPP,
but then the left hand also plays in PPP and if you look in pic2, I set the left hand velocity much much higher, but it doesn't change the dynamic marking, It just sounds like someone is Smashing the piano from very far away, whereas I want the left hand to be MF and right hand PPP. How can I achieve that?
