The feature you described is available in many notation apps—and of course in DAWs—and generically it's called real-time note entry or note input. An app with this capability can afford one or more pre-record measures of metronome clicks so you can start on time, and it can also provide clicks during recording.
MuseScore has a function called real-time note entry. But it's not the same as the option described above which is a feature long requested.
