Is there a way I can add the accent marks ( > ) to every beat 1 and beat 3 in all measures in the entire selection, in one fell swoop?

Probably easiest in two fell swoops.
Make the range selection
right click on a note on beat 3 and in select similar use same beat.
Add the accents
Do the same for beat 3.
