text properties
I can't seem to get access the text properties in the title text box. Weirdest text spacer I've ever seen, but I cant get the properties editor to open.

All the properties of the Title are accessed through the Properties panel on the left.
The default view of the Properties panel shows you the basic Text properties (Font name, Font style, Font size, Alignment, Show more).
Click the Appearance button on the Properties panel to reveal more properties (Min distance, Offsets, Arrange, Colour).
Are you perhaps trying to access the properties through a right-click on the Title? Right-click > Edit element won't get you to any properties..
